Delaware students and UofM's online nurse practitioner tracks

Two UofM answers for Delaware
Delaware does not appear among the 16 states the Office of Community Partnerships and Practice names as authorized. UofM's licensure disclosures for the MSN and graduate certificate, which judge the NP curriculum against each state's licensing rules, still list Delaware as Yes.

The notice Delaware expects from the school
Delaware applies its education standards to every nursing program, graduate ones included. Its Board of Nursing rules (24 Del. Admin. Code 1900) have an outside school notify the Board ahead of using a Delaware clinical facility; the Board then approves the facility, working from forms the school sends in, and only after that may students be assigned. Board staff may visit the site.
What UofM would send Delaware first
- UofM's Tennessee Board of Nursing approval or its CCNE accreditation
- The signed contract with every Delaware agency you would rotate through
- LCON's standards for its clinical instructors and preceptors
- Which UofM instructor and which preceptor go to which Delaware site
- License copies, Delaware or compact, for every one of them
Since the paperwork runs through UofM, a Delaware practicum hinges on the college agreeing to file it. This guide could not verify whether UofM has filed before, so bring it up with LCON early.
Two compacts, one already working
Delaware entered the RN compact in January 2018, and Tennessee is also a member, so a multistate license issued by Delaware satisfies UofM's rule on RN eligibility where clinicals happen. On August 4, 2021, Delaware also signed the APRN Compact; with just five enacting states and seven needed, it has not switched on, so nurse practitioner licenses remain one state at a time. Two Delaware definitions shape a UofM practicum. The rules call a preceptor a licensed nurse with a BSN or beyond, so ask early if a physician would cover part of your hours. They also expect an online program's clinical instructor or preceptor in a Delaware facility to hold a license or privilege at or above the NP level when the student is training to be an NP. AANP counts Delaware among full practice states.
From Wilmington to Dover and Seaford
Roughly 588,000 Delawareans are counted in the Philadelphia-Camden-Wilmington metro; Dover's metro adds close to 195,000, and the Seaford micropolitan area around 277,000. Examples of Delaware systems: Bayhealth, Beebe Healthcare, ChristianaCare, and Nemours Children's Health, the pediatric system with a Wilmington hospital.

Is UofM's online FNP open to Delaware residents?
UofM's pages disagree. The partnerships office leaves Delaware off its authorized list, and the MSN disclosure marks it Yes. Get the Loewenberg College of Nursing's answer on Delaware in writing before applying, and ask whether UofM would file Delaware's clinical notice.
Who files Delaware's notice for out-of-state clinicals?
UofM would, as the school. Delaware assigns the notice and the supporting documents to the program rather than to you, and the Board approves the facility before any student is assigned. Having the preceptor's license and site details ready early speeds the filing.
Does Delaware's APRN Compact vote matter for a UofM graduate?
Only later, if ever. Delaware's 2021 enactment counts toward the seven states the compact needs to switch on, and five have enacted it so far. Until then a UofM graduate applies for an NP license separately in each state of practice.
Does my Delaware RN license work for UofM clinicals in Delaware?
A Delaware multistate license lets you practice as an RN in Delaware and in other compact states, including Tennessee. That lines up with UofM's rule, which accepts RN eligibility in Tennessee or in whichever approved state your practicum is in.
