What Maryland law and MBON say
The Maryland Board of Nursing (MBON) licenses the state's RNs and APRNs. Maryland is a compact state, and state regulation allows practice on a multistate privilege from another member state, subject to Maryland law. A compact license issued by Maryland, Tennessee or another member state satisfies the practical side of UofM's rule that your RN license be good where the clinicals happen.
The state's Nurse Practice Act also sets aside the licensure requirement for a graduate APRN student in an accredited program, covering the advanced practice done as part of that program. CCNE accredits UofM's MSN and its post-graduate APRN certificates, with the current term running to June 2030. Research found nothing at MBON requiring a program based elsewhere to clear Maryland clinicals in advance; its out-of-state material is about licensure.
Plan for that step now. MBON's certification of a new NP hinges on the board's prior sign-off on the NP program that trained them. When a program is not yet on that list, the paperwork to add it, a Program Approval Form, is the school's to send.
Baltimore, the DC suburbs and beyond
Most of the state's residents live around Baltimore-Columbia-Towson, close to 2.86 million by 2025 federal estimates, or in the Maryland portion of the Washington region, around 2.52 million. Hagerstown and Lexington Park anchor smaller markets. Large systems include MedStar Health and Johns Hopkins Medicine, plus Luminis Health, LifeBridge Health and the University of Maryland Medical System; they appear here to describe the market, and each keeps its own student process.

Settling Maryland with UofM before you apply
UofM puts its MSN practicums in person near where each student lives, so a Marylander would build hours in Maryland. What remains unsettled is enrollment. The Office of Community Partnerships and Practice names 16 authorized states without Maryland, while the licensure disclosures answer yes for Maryland's NP tracks. Questions UofM students ask
Which RN license covers a UofM practicum in Maryland?
More than one can. Maryland honors multistate privileges from fellow compact states, so a multistate license from Tennessee works for patient care there, as does a Maryland one. UofM wants the license unrestricted and in place before the program starts. The RN license guide quotes UofM's rule.
Will MBON recognize UofM's NP program when I seek Maryland APRN certification?
Certification in Maryland depends on MBON having approved the graduate's NP program. Should UofM's track be absent from the board's approved list when you apply, the Program Approval Form would come from UofM rather than from you. Ask LCON about Maryland early to avoid a surprise at graduation.
Is there a Maryland tax benefit for the NP who precepts me?
It can apply. NPs and physicians who teach NP students can claim Maryland's preceptorship income tax credit when the teaching happens in community settings within state-designated shortage areas, spans no fewer than three rotations of 90 hours or more, and meets the statute's other terms. The credit runs through June 30, 2030.
Does SARA cover UofM's online programs for Maryland residents?
Maryland's registration rule for out-of-state colleges enrolling residents online does not reach SARA-approved colleges, and UofM Global says UofM delivers online programs through NC-SARA. LCON's own state list still needs confirming.
