North Carolina nurses in UofM's online programs
North Carolina's clinical approval rule aims at unlicensed students in pre-licensure programs, and the North Carolina Board of Nursing (NCBON) says graduate programs fall outside its jurisdiction. Which North Carolina rule touches a UofM graduate student
North Carolina does keep an approval rule for programs based elsewhere, 21 NCAC 36 .0233, but its target is the student who has never been licensed. Under it, the North Carolina agency hosting the student sends NCBON a request at least 30 days ahead, backed by the program's home-state approval and license evidence for faculty and preceptors.
A UofM MSN or certificate student is already a registered nurse. NCBON says graduate programs after licensure are not its to approve or disapprove, whether they sit in North Carolina or elsewhere, and it lists RN to BSN and doctoral programs as outside its reach as well.

Licensing, SARA and NP practice in North Carolina
As a compact member, North Carolina issues multistate licenses to nurses whose primary residence is there, and those licenses work in Tennessee too. UofM's rule calls for RN licensure valid in Tennessee or in the approved state where clinicals happen, so that one license satisfies both. Graduate students licensed only by a non-compact state are told by NCBON to ask its Licensure Department what North Carolina clinicals require. The RN license guide has the wider picture.
North Carolina entered SARA in June 2016, and NCBON's view is that a student at a SARA-participating college can qualify for clinical placements in the state alongside that college's classroom courses. UofM Global states that UofM reaches students outside Tennessee through NC-SARA.
In AANP's scheme North Carolina counts as restricted. NPs there keep a physician agreement in place for as long as they practice, and NP licenses are handled by a Joint Subcommittee the nursing and medical boards share. With no APRN Compact in force, the NP license after graduation is issued state by state.

- Keep your license in orderHold a North Carolina or multistate RN license, active and unrestricted, from admission through your final practicum.
- Fit the preceptor to your trackEvery NP track needs at least one rotation precepted by an NP, and FNP adds family practice; the rotation rules guide lists the rest.
- Budget for campus tripsNP students attend up to three sessions of one to three days, posted six months or more ahead, and January 2027 is required on every NP track. The Charlotte region is the state's largest, with the Raleigh area second and the Greensboro and Winston-Salem metros after it. Duke Health, UNC Health, Novant Health, ECU Health and Atrium Health (which has joined Advocate Health) are among the state's largest employers of nurses. Does NCBON have to approve UofM before clinicals in North Carolina?
Not for UofM's MSN or graduate certificates. The approval requirement (21 NCAC 36 .0233) concerns out-of-state students who hold no nursing license yet, and NCBON places graduate education after licensure beyond its authority. North Carolina's requirements land instead on licensure, yours and your preceptor's.
Is North Carolina an authorized state for UofM?
It is on both of UofM's main lists. The Office of Community Partnerships and Practice names North Carolina among its 16 authorized states, and the MSN and certificate licensure disclosures mark the NP tracks as meeting its requirements. Confirm your track with LCON before applying all the same.
What if my RN license isn't multistate?
Then check with NCBON's Licensure Department, which the Board names as the source of clinical requirements for graduate students lacking North Carolina or multistate licensure. Settle that early, and bring LCON in as well, because UofM's rule ties your license to the state hosting your clinicals.
How early should a North Carolina rotation be arranged?
Start the search a term ahead. UofM's Office of Community Partnerships and Practice has to approve your preceptor agreement form before the first clinical day, and clinical faculty expect your schedule by Monday of the semester's second week.
