Seen from Rhode Island, most of the uncertainty about UofM's online MSN sits in Memphis, not Providence. Its compact membership resumed on the first day of 2024, AANP lists it as full practice, and its nursing education rule, as read, places no demand on schools based elsewhere. UofM Global's NC-SARA claim for 49 states is a third reading. UofM's residency page also leaves each student outside Tennessee to check their state's advanced licensure rules against the program.
Back in the compact since 2024
Since January 1, 2024, Rhode Island has once again been a compact member. RN and LPN licenses issued to qualifying residents after that date are multistate, and Tennessee also belongs, so a multistate Rhode Island license covers practice in both. Rhode Island's Board of Nurse Registration and Nursing Education handles licensing, and its pages live on the state Department of Health's website.
On AANP's national map, Rhode Island is full practice. That changes nothing about UofM's own requirement: every NP track needs one or more rotations under a nurse practitioner, wherever you train.
The Board's education rule and a placement registry
Regulation 216-RICR-40-05-3 covers nurse licensing and the Board's approval of basic nursing programs located in Rhode Island. On the reading done for this page, no clause in it requires a school headquartered in another state to clear its Rhode Island rotations with the Board.
One detail deserves a question. The same regulation requires the clinical agency contracts of Rhode Island's approved programs to reflect active participation in a central, statewide placement registry. It is silent on schools from elsewhere, so ask LCON and your prospective site whether the registry touches a UofM rotation.
Clinical settings around Providence
Nearly every Rhode Islander lives within one metro: the 2025 Census estimate counts about 1.11 million residents on the Rhode Island side of Providence-Warwick. Brown University Health and Care New England are two of the state's systems, with CharterCARE and South County Health among the others; they are cited for context, not as hosts reserved for UofM students.
For the AG-ACNP, UofM's catalog describes a preceptor whose practice takes in inpatient care, with student time in clinic, hospital or critical care settings (AG-ACNP program). NP students also travel to campus up to three times for short intensives.

Will my Rhode Island nursing license cover UofM clinicals?
If it is a multistate license, it covers practice in Rhode Island and Tennessee alike, since both belong to the compact and Rhode Island has issued multistate licenses to qualifying residents since January 2024. Because Rhode Island is missing from the partnerships office's list, confirm with LCON how it reads the approved-state part of its RN rule.
Must UofM clear Rhode Island rotations with the state Board?
Nothing located in 216-RICR-40-05-3 says so. That regulation deals with licensing and with approving Rhode Island's own basic programs, and it sets no clinical clearance step for schools based in other states. The registry clause for in-state programs is the one open point to raise with LCON and your site.
How could Rhode Island's placement registry affect a UofM rotation?
Rhode Island's approved nursing programs must show active use of a central placement registry in their contracts with clinical agencies. The rule never says whether schools from other states are included. If a prospective site schedules students through the registry, ask the site and LCON how a UofM rotation would be entered.
Can all my FNP practicums stay in Rhode Island?
UofM sets MSN practicums near home, and Rhode Island is small. What matters is fit: FNP students need a family practice rotation, NP-precepted time, and a residency whose setting is family practice or internal medicine. The FNP program page sets out the three practicums.
