Vermont gets a yes in UofM's MSN and certificate disclosures but no spot on the partnerships office's roster of 16 authorized states. What Vermont's Board rules cover, and what they leave open
Nurse regulation here runs through the Secretary of State, whose Office of Professional Regulation houses the Board of Nursing. Its rulebook, effective May 11, 2023, reserves nursing education inside Vermont to Board-approved programs (Part 5), exempting only programs delivered wholly online with approval from Vermont's Agency of Education. Nothing in those rules, the statute or the FAQ page addresses a practicum student sent in by an out-of-state school.
Title 26, section 1583(2), lifts the license requirement for a student's practice that comes with study in a program the Board approved. Whether that reaches a UofM student is unsettled, so ask LCON before choosing a site.
Who may precept an APRN student in Vermont
Preceptors are the one area where Vermont's guidance gets specific. According to the Board's FAQ page, an APRN student learns from an APRN or a physician, and the preceptor's license must be a Vermont one in active, unencumbered status. Experience in the same role and the same population focus as the student is part of the test, as is close work with the school's faculty. Physician assistants do not qualify to precept APRN students.
That squares with UofM's requirement of at least one NP-precepted rotation per NP track. For a Vermont PMHNP student, it means a Vermont-licensed clinician with a psychiatric-mental health background. More in the rotation rules.
Compact RN license, and a transition period for new NPs
Vermont's compact membership began February 1, 2022. Visiting compact nurses need a Vermont license only once Vermont becomes their primary residence. Living in Vermont already, you hold a Vermont RN license, which fits UofM's rule of RN eligibility in Tennessee or the approved state where clinicals are completed (RN license requirements).
AANP rates Vermont full practice. Brand-new NPs face a transition period, though: they practice under a written collaboration with a Vermont physician or APRN until they clear 2,400 hours across at least two years. Vermont has not adopted the APRN Compact.
Burlington, Rutland and the Upper Valley
Burlington-South Burlington is the lone metropolitan area; Rutland is micropolitan, and the Lebanon-Claremont area spills over from New Hampshire. Porter, Central Vermont and UVM Medical Center are University of Vermont Health hospitals; Rutland Regional and Dartmouth Health's Southwestern Vermont Medical Center are other examples. None is named here as a UofM site.
A one-year Vermont preceptor incentive (fiscal 2023) went only to critical access hospital nurses teaching students of Vermont schools.

Is Vermont one of UofM's authorized states?
It is missing from the 16 states the Office of Community Partnerships and Practice names. UofM's MSN and graduate certificate licensure disclosures nonetheless mark Vermont as meeting requirements for the three NP tracks. With the two sources at odds, ask LCON directly whether it admits Vermont residents to your program.
Does Vermont let physician assistants precept NP students?
No, not for APRN students; the Board's FAQ rules PAs out. Precepting goes to APRNs or physicians holding Vermont licenses in active, unencumbered standing, whose experience matches your role and population focus. On top of that, UofM expects a nurse practitioner to precept one or more rotations in each NP track.
Where would a Vermont FNP student do the residency?
UofM places the FNP Roles and Transition to Practice Residency (NURS 7649) in a family practice or internal medicine setting and asks for at least one earlier family practice rotation. In Vermont that points toward primary care practices, with the preceptor agreement approved by the Office of Community Partnerships and Practice before the first day.
Do new Vermont NPs practice independently after graduating?
Not right away. Vermont is full practice, but its transition rule keeps each new NP paired, through a written collaboration, with a Vermont physician or APRN for the first 2,400 hours and two years of practice. Once board certified, UofM's disclosure says, graduates seek an APRN license in whichever state they plan to practice.
