Minnesota residents and UofM's MSN practicums
Minnesota's statute goes easier on visiting graduate students than most, yet its best-known health systems can demand more than the law does. Add Minnesota's absence from the Nurse Licensure Compact and UofM's disagreeing state lists, and the order of work becomes plain: confirm Minnesota with LCON, settle the license, then find a preceptor who fits.

Minnesota's exemption for students licensed elsewhere
Compact membership is off the table for now: Minnesota has neither joined nor introduced a bill to join. What it offers instead is Minn. Stat. 148.271(6). That subdivision frees a registered nurse whose license was issued outside Minnesota, and who is studying in Minnesota in a structured program toward a higher credential, from needing a Minnesota license for the professional or advanced practice nursing the program involves.
The Minnesota Board of Nursing approves the programs run inside Minnesota. Its rule 6305.0300 then stretches the student exemption to programs in other U.S. states that their home boards approve, with a catch: whoever supervises as instructor must be a Minnesota-licensed RN with registration kept current. Research surfaced no separate approval filing for schools from elsewhere. UofM's own rule still expects an RN license valid in Tennessee or the approved state hosting your clinicals, so ask LCON which license it wants for Minnesota.
When a site asks for more than the law
Take Mayo Clinic, whose NP clinical education program sets a higher bar than the statute. Mayo looks for three things: a signed affiliation with the student's school, an unencumbered Minnesota nursing license and current registration backed by a Minnesota DHS background study, and instructors of record whose licenses match the state where the rotation happens.
Elsewhere in the state, Allina Health operates alongside M Health Fairview, HealthPartners and Essentia Health, each with its own intake and named only to sketch the market. Roughly 3.65 million state residents cluster in and around Minneapolis-St. Paul-Bloomington, per 2025 federal estimates; Duluth, St. Cloud and Rochester trail by a wide margin. The state's MERC program, which supports clinical training sites, applies only when the teaching program is located in Minnesota, so a UofM rotation sits outside it.
Practice climate and UofM's own standards
AANP's map shows Minnesota as full practice, which a new NP reaches after 2,080 or more hours spent in a collaborative agreement, whether with a physician or an APRN. For your practicum, UofM layers its standards on top: an NP preceptor for one rotation or more, a family practice rotation for FNP and a residency in family practice or internal medicine, and a preceptor agreement form cleared by the Office of Community Partnerships and Practice before day one. Questions UofM students ask
Which license should a Minnesota-based UofM student hold?
Statute alone would let an RN licensed elsewhere train here under the student exemption. In practice, sites like Mayo expect Minnesota licensure, and UofM links your license to the state hosting your clinicals, so a Minnesota license is the sturdier plan. Confirm the expectation with LCON and your site early.
Does a compact license work in Minnesota?
No. Minnesota is a non-compact state with no bill to join on the table, so multistate status earned in Tennessee or elsewhere does not extend into Minnesota. The student exemption in 148.271(6) is the separate route the law provides. See the RN license guide for UofM's side.
Does Minnesota's board have to approve UofM first?
No distinct approval filing turned up. Rule 6305.0300 instead accepts programs that their own states approve, as long as the supervising instructor is licensed and currently registered as an RN in Minnesota. That instructor condition is a good question to raise with LCON.
Is Minnesota on UofM's authorized-state list?
The Office of Community Partnerships and Practice's list of 16 leaves Minnesota off, while UofM's licensure disclosures answer yes for the three NP tracks and UofM Global cites NC-SARA across 49 states. Ask LCON to confirm Minnesota before you apply; the authorization page sets the sources out.
