University of Memphis NP students based in New York
New York puts a firm condition on online programs. The State Education Department says a school from elsewhere needs its nursing program registered or approved in Albany's system before students can rotate through New York sites, and an NP program has to be registered in its own right. Registration comes before any New York rotation
New York hands nursing oversight to its State Education Department (NYSED), working through the department's Office of the Professions. Its FAQ for nursing programs based out of state or online leaves little room: an unregistered, unapproved program may not send students into New York clinical rotations. Federal sites are the lone carve-out it names: Veterans Affairs and military facilities. On the NP side, registration attaches to the NP program itself.
NYSED also warns NP students plainly: rotations in New York under an unregistered program could be illegal. Its college evaluation staff say a clinical placement counts as the school being physically present in New York, which calls for advance approval or an exemption from the professions office, SARA membership notwithstanding. NYSED will look up a named program's registration status when asked.

New York is also absent from the Office of Community Partnerships and Practice's roster of 16 authorized states. This guide could not confirm whether UofM's NP program appears in NYSED's registration records, so treat that as unknown and get written answers before you commit. A New York license for New York clinicals
The compact that lets RNs cross state lines on one license does not include New York. Nurses holding licenses from other states are pointed to NYSED's steps for getting licensed in New York, and no multistate license, Tennessee's included, stretches into the state.
UofM asks MSN students to be eligible as an RN in Tennessee or in the approved state where their clinicals happen. A New York practicum therefore calls for a New York RN license, unrestricted from the first course to the last (RN license rules).
Practice authority and where New Yorkers train
In AANP's grouping New York is full practice, subject to an early-career condition. Until an NP has 3,600 practice hours behind them, they work under a written agreement and protocols shared with a collaborating physician. Your preceptor's own hours can therefore affect how their prescribing is set up.
About 13 million people live on New York's side of the metro it shares with Newark and Jersey City, and Buffalo-Cheektowaga, Rochester and Albany-Schenectady-Troy come next in size. Mount Sinai Health System, Northwell Health, NewYork-Presbyterian, the public NYC Health + Hospitals system and, upstate, the University of Rochester Medical Center illustrate the range; listing them says nothing about hosting UofM students. Every UofM NP track needs at least one NP-precepted rotation (rotation rules).

Is UofM's NP program registered with NYSED?
This guide could not confirm it either way. NYSED expects an NP program from another state to hold registration first, ahead of any New York rotation, and it will check a named program on request. Put the question to LCON and NYSED in writing before you apply.
Does a Tennessee compact license let me train in New York?
No. Because New York stands outside the compact, a multistate license from Tennessee or anywhere else gives no New York privilege. Plan on a New York RN license kept unencumbered throughout, since UofM disqualifies a student who loses an unencumbered RN license.
Are there New York sites where the registration rule does not apply?
NYSED exempts federal facilities, specifically Veterans Affairs and military sites. A site like that still needs UofM's approval, a preceptor who meets UofM's rotation rules and a preceptor agreement form approved before the first clinical day, so raise it with LCON early.
Could a New York student do practicums in New Jersey instead?
UofM expects practicums in your local area, and New Jersey has no Board filing rule on record for outside schools. You would still need licensure valid in New Jersey and LCON's agreement to the site. The New Jersey guide covers that state's rules.
