UofM's online MSN for nurses living in Oregon
Oregon stays out of the Nurse Licensure Compact with no joining bill in sight, so any UofM practicum with Oregon patients calls for an Oregon RN license. The Oregon State Board of Nursing puts no approval or notice step in front of APRN programs based elsewhere. The unsettled piece is UofM's: one of its state lists omits Oregon while another marks it yes.

An Oregon license for Oregon patients
UofM admits MSN applicants who can work as an RN in Tennessee or in an approved state where their clinical assignments happen, with that license settled before classes start. Across much of the country one multistate card covers both. Oregon issues single-state licenses only, and compact privileges from Tennessee or anywhere else stop at its border.
Plan on an active, unencumbered Oregon license for the length of the program, because UofM lists losing an unencumbered RN license among its grounds for disqualification. What OSBN expects from schools outside Oregon
The Board's notice requirement targets PN and RN pre-licensure schools from other states: each files a form per track ahead of any learning activity and refiles annually. OSBN excuses advanced practice programs from it, along with programs that stop short of licensure, RN-to-BSN tracks among them. Its APRN FAQ, asked whether an outside APRN program needs approval before placing a student in Oregon, says no.
Two OSBN expectations still touch UofM. In the Board's view, teaching in Oregon calls for an active Oregon nursing license, and a school enrolling Oregonians needs a green light from the state's higher education commission or from NC-SARA. UofM Global cites NC-SARA reach across 49 states, California excepted. Ask LCON about both.
Some older guidance says an outside NP student needs Board authorization before an Oregon practicum. Oregon repealed that requirement effective July 1, 2021.

Portland to Bend: where Oregon practicums could happen
UofM sets MSN practicums in person, near home. In Oregon that starts with the Portland metro, about two million residents on the Oregon side by the 2025 Census estimate, then Salem, Eugene-Springfield and Bend. Samaritan Health Services, OHSU, Kaiser Permanente Northwest, Legacy Health and Providence illustrate the state's care networks; none is named here as a site committed to UofM.
AANP counts Oregon as full practice. Whoever precepts you, UofM's rotation rules come along: one or more NP-precepted rotations in every NP track, family practice experience for the FNP, and an inpatient-based preceptor for AG-ACNP students (rotation rules).

Questions UofM students ask
Does a Tennessee multistate license cover Oregon clinical hours?
It does not. Compact privileges end at Oregon's border because the state never signed on, so hours with Oregon patients need an Oregon RN license kept active and unencumbered. Ask LCON how that license sits with UofM's approved-state rule before you apply.
Does OSBN have to approve UofM's NP program before my Oregon clinicals?
According to OSBN's APRN FAQ, APRN programs from other states may send students to Oregon clinical sites with no Board approval, and they are excused from the notice filing too. The Board does look for Oregon-licensed faculty when teaching happens in the state, and for state or NC-SARA authorization before Oregonians enroll. LCON can tell you how it covers both.
Is Oregon one of UofM's authorized states?
Not on the partnerships office's list of 16, even though UofM's MSN and certificate disclosures mark the NP tracks as meeting Oregon's requirements. UofM Global's NC-SARA statement adds a third reading. Admission is UofM's call, so ask LCON for a written answer about Oregon before you apply.
Can an Oregon PMHNP student complete all four practicums near home?
UofM describes its PMHNP practicums as supervised clinical courses in the student's own community, under qualified mental health preceptors, and at least one rotation must be precepted by a nurse practitioner.
