Utah sits on the Office of Community Partnerships and Practice's short list of 16 authorized states, and UofM's licensure disclosures mark it yes as well. Utah then sets a bar of its own: a nursing school from outside the state has to satisfy rule R156-31b-609 before its students train in Utah facilities. How UofM's sources treat Utah

Rule R156-31b-609, condition by condition
Utah's regulators, DOPL's Board of Nursing and Certified Nurse Midwives inside the Department of Commerce, apply this rule to any school from elsewhere that sends students into a Utah hospital, clinic or agency. The school must first document:
- a green light from its own state's board, plus current accreditation from a federally recognized nursing accreditor
- teaching staff on its own payroll who clear both the accreditor's bar and the home state's, with a Utah or multistate license for anyone supervising at the bedside
- a plan covering how preceptors, clinical sites and faculty get chosen and overseen
- a report sent to the Board every year by August 1, with a head count of students placed in Utah facilities, a statement that bedside faculty and preceptors are Utah or compact licensed, and proof that accreditation is current
UofM publishes two of those facts itself: Tennessee Board of Nursing approval and CCNE accreditation running to June 2030 (see accreditation). Whether it has completed Utah's process is not on its public pages, so that is a question for LCON.
Compact RN license, full NP practice
Utah joined the RN compact early: implementation there dates to January 2018. UofM's MSN looks for RN eligibility in Tennessee or in the approved state hosting your clinicals, so an active Utah license suits Utah practicums; the RN license page quotes UofM's wording. Utah's rule also covers your preceptor, whose license must come from Utah or a compact party state and be in good standing.
In AANP's practice-environment map, Utah is marked full practice. On the advanced practice side, Utah passed the separate APRN Compact in March 2022. Five states have enacted it; until a seventh does, it stays dormant, so the license you hold is unaffected.
From the Wasatch Front to St. George
Most Utahns live along the Wasatch Front, in the Salt Lake City-Murray metro, the Ogden metro and Provo-Orem-Lehi, while St. George is the southwest's hub. Examples of Utah care settings include HCA's MountainStar Healthcare hospitals, the academic University of Utah Health and Intermountain Health; they are illustrations only, not UofM clinical sites.
UofM's rotation rules come with you to Utah. A nurse practitioner precepts at least one rotation in every NP track, FNP students log a family practice rotation, and the FNP residency sits in family practice or internal medicine. The rotation rules page adds the 60-hour specialty cap.

Is Utah open to applicants for UofM's online FNP?
UofM's partnerships office counts Utah among its 16 authorized states, and the MSN licensure disclosure lists it as meeting requirements. LCON still makes the admission call, and Utah's out-of-state program rule governs where and how you train, so get LCON's confirmation for the FNP track before applying.
Must a Utah preceptor hold a Utah nursing license?
Not necessarily Utah's own. The rule accepts a license from Utah or from any compact party state, provided it is in good standing. UofM adds its requirement that each NP track include at least one rotation led by a nurse practitioner.
Does Utah's rule treat an MSN differently from a BSN?
No. The rule reaches every out-of-state nursing program, whatever its level. Home-state approval, accreditation, properly licensed faculty, a plan for preceptors and sites, and the report due each August 1 all apply to a UofM MSN practicum in Utah just as they would to a pre-licensure one.
How often would I fly to Memphis from Utah?
UofM tells NP students to expect up to three on-campus intensives across the program, each one to three days long and posted at least six months ahead. The January 2027 session is required in every NP track. The intensives guide shows which sessions apply to you.
